You can add this file to the p3 plugin folder and activate it from the Plugins page:

Then you can go to Settings > P3 Customizer page and supply a list of URLs to test.

Have you tried disabling and enabling plugins one at a time to see if one them is causing interference? It may also help to revert to a twenty[x] theme. It is probably best to do this on a staging site.
