There are many decent themes that are completely customizable, as long as you have good css skills. Some PHP skill can come in handy too. I have used the free responsive theme and had no trouble customizing it.
Jus don’t forget to create a child theme before you start editing.

in order to make changes to the look of your site that will not be overwritten when you update your original theme, you need to create a child theme

you should be able do this using a custom css file.

once you install the child theme you will be able to add custom css where appropriate.

to remove spacing at the top, you might want to add

to your custom css
