Directory Settings >> Registration & Login Registration Form. And then again add the link of the registration page in “Url” field of “Sign Up Message” section which can be found going Directory Settings >> Registration & Login >> Login Form.

But still When a registered user who is not logged in goes to the wordpress Dashboard admin page.
