The behavior of Product Carousel is changed with release of version 1.4.4. The left and right Carousel button will only show when the number of products are more than the number of products which can be accommodated on screen. Your link shows Carousel buttons when viewed on mobile device.

Yes, you can do that provided you have separate associate ids for both the countries. Also, do not add the product of different marketplaces in a single shortcode and use different shortcodes for this use case
