I have a copy of the three sites on a local server. The only difference is the Jetpack plugin (Offline Mode). The rest of the plugins, including the five you mention, are activated on the local server. The error message does not appear.

I have deactivated both modules (Account protectionand Brute force protection) and the error no longer appears. I will reactivate them and check again tomorrow.
Both modules act on the wp-login file.

I have disabled the “Brute force protection” module in one of the three WordPress sites. Let’s see what happens over the next few days.
One detail that could be important: the error almost always occurs two times at the same hour, minute, and second.

I am inclined to think that it could be the ‘Brute force protection’ module.

The error occurs on all three
These are the plugins that are activated on all three:- Broken Link Quicktags
- Cookie Notice
- No Gutenberg
- WP Comment Policy Chekbox
- XML Sitemap Generator for Google
None interact with the Jetpack plugin, and the message is very clear:

This is usually an indicator for some code in the plugin or theme running too early. Translations should be loaded at the init action or laterThe Jetpack plugin is causing the error. Of all of them, we can rule out Jetpack Stats, Sharing and WP.me Shortlinks.
I’m still running checks. I’ve disabled all plugins except for 5. However, everything points to your plugin being the cause of the error.
I am continuing to investigate because I cannot find the source of the problem.
Theme discarded. Two blogs on the same server. Both with the same theme. The error does not occur on one of them.
I am going to check the plugins now.

That issue was resolved in version 2.4.2:
