How did you resolve this issue? I’m having the exact same thing – my Acuity links that have an ampersand in them have the ampersand converted to “&” instead, which prevents Acuity from properly redirecting the customer to the right page.
I’ve tried percent-encoding the ampersand as “%26” but Acuity won’t recognise that either.
Is there perhaps a wordpress php filter that can be used to stop the Purchase Notes field from rewriting any of the inputted text?

%27is one of the things I had already tried, and it definitely doesn’t work for me. I see that the other two options I tried got parsed by the forum in my previous post, I can’t edit that post so I’ll list them out here:
