I deactivated all plugins and it did not have any affect.
I changed the theme to 2012 and images seem to load each time the page is refreshed.
What within the theme could cause this issue?? Could I tweak the htaccess file to force the images to be reloaded each time versus using the cache?

Yes it happens with Chrome, IE and Firefox

It was inherited from the previous person who set up the site. It is the Compra Theme from MintThemes.com
