I had these problme, and I solved writting the URL NUMBER and not LOCALHOST. Maybe you can find this intranet url in your Host Panel Center >> SQL Databases.

I just had the same problem.
1. Go to plugins and deactivate 1 or 2.
2. Go to WRITE and your toolbar sholud be back
3. Go back to PLUGINS and reactivate them all.
The toolbar sholud still work right.
Weird… =S
