WP.org installation issues

Sorry if I’m about to be redundant, but I’ve done research and I’m still lost. I have a website through DreamHost and used the “one click installation” for wordpress.org. I just started a new job that requires me to do some work on their website.
They have a wordpress.COM blog. They also have a domain through ICDSoft which redirects to the wordpress.com blog. I’m trying to install WP.org.I followed WP’s “5 minute installation,” downloaded the wp file, uploaded it with a ftp server, created and enabled a mysql5 database, used the special icdsoft db_host command, edited wp-config and uploaded the edited version, created and included the authentication keys… When I try to actually install.php, it isn’t working. I’m not too familiar with this process, so I may be doing it incorrectly. When I try putting domain/wp-admin/install.php, it comes to a white screen with a 404 Not Found error stating “The requested URL was not found on this server.” I used the domain they have as opposed to the wordpress.com blog that it directs to.
It is to my understanding that once wp.org is installed is when I can inport my exported wordpress.com file, correct? So for now, what would be causing the 404 error? How cna I make sure the url is in the database (and if it isn’t there, how do I put it there?)
