WP_LANG_DIR undefined

    If I turn on debug on my local environment I get this message:

    Use of undefined constant WP_LANG_DIR – assumed ‘WP_LANG_DIR’ in /wp-includes/l10n.php on line 610

    As well as a tonne of other places in loads of other files.

    I’m also locked out of the admin area with debug switched on.

    Any ideas?
