From what I’ve read, Drupal is not for the faint of heart, although it’s more robust user and permission system makes it somewhat better suited to a medium or large-scale CMS than WordPress.
However, my feeling is that if you’re not a programmer, you’re not going to get much more than out-of-the-box functionality with Drupal. (Maybe someone with Drupal experience can weigh in.)
On the other hand, without programming knowledge, I’m not sure you could get WordPress to do what you want, either. I’ll defer to the more experienced folks here.
Given your description of the site, it doesn’t sound like either one would be a good fit. CMS’s like WP/Drupal are not really meant for your application, which sounds like something pretty customized to your needs. You’d have to make major modifications to either to make them do that sort of thing, and frankly it’d be simpler to write your own system from scratch.
I know you’re not a programmer, but you might want to consider hiring one.
Thanks very much for the inputs. I really appreciate it.

Hi Mark,
I think that knowledge make us better, if you are interested in do your project with WordPress I can tell you that you can, you can do it where you want, consider the documentation, it’s a good base, and consider some tutorial sites.
I’m working on a site like your project, and I don’t have much expirience on WordPress, but every project must be a challenge to do something new.
there’s a plugin named “User access manager”, maybe can help you!!
I hope you understand, my english is not good but I’m trying.
David
Hey Mark. I have tried both. WordPress is BUY FAR the easiest set up. I am no expert here, but this is the case. You will also want to think about your administrator. WordPress is much easier if you are creating this for someone without cpu skills. I’ve seen much more support for WordPress too, in terms of help and plugins. And is more stable, from what I have read.
If you have the time, Drupal is a powerful program, maybe try a fun test site to see the difference?
Hope this helps.
