WordPress on Windows 2003 server

I am having serious issues. I can get a test php page to work but when move the wordpress files into the directory and try to do the install it will not work.

As you can see, the test page loads the phpinfo information, but as soon as I try to load the index.php for WP, it is just blank. Does anyone have an idea why this is happening? I am sure it has something to do with a setting I am missing but I have been over and over the installation documentation for this and cannot find anything.
