Welcome Post on Top

Hello,

I am a newbie and have just set up my 1st few pages and posts. I have a Welcome post that I’d like visitors to see whenever they 1st enter the site (see http://opensourceadvisory.com/wordpress/?cat=8).

How can I get this post to always be the first thing visitors see? I don’t want to set this up as a page because I want visitors to go directly to my blog. Is there an environment variable I can set (e.g., in index.php) that will point WP to my Welcome post on initialization?
