Website Verification Services Missing in Tools Admin

I am trying to follow the directions in the WP article: http://en.support.wordpress.com/webmaster-tools/

however when I go to ‘Tools → Available Tools’ screen there is no Website Verification Services section as shown in the article.

I am trying to avoid adding additional plugins and have not found any threads answering this issue besides adding more plugins.
