Website nor Admin will load

I am desperate for help. My admin page nor my actual website will load. Go daddy spent a couple of hours on it yesterday and the problem is not on their page. I keep seeing things that say reset or delete plugging but I can’t even get to my admin page to do that. Can someone please help me? Thank you!

This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
