VideoPress Plugin page

Anyone involved with VideoPress? I’m trying to get a version of the open source running against WPMU on Mac (fun). I notice the plugin icon links to https://public-api.wordpress.com/videopress-plugin.php?page=video-plugin&video_plugin=1&iframe&TB_iframe=true. Should that file be included in the OSS download?
