What do you mean “using frontpage”? The install.php should be run in your browser: http://yoursite.com/wordpress/admin/install.php – or something like that.

How do I launch the Install file in my browser?
Just put http://www.example.com/blog/wp-admin/install.php into your browser’s url bar (using your site’s URL of course and the directory which WordPress is installed in). Don’t treat it as a file, treat it as a webpage.

Exactly as Podz described above:
Type in the Address bar of your browser the location of your install file… your domain, then the directory where your WP files were uploaded, then the wp-admin directory and finally the install.php file name 🙂
