User level needed to change options

    I was looking at this page…
    http://codex.wordpress.org/User_Levels
    and according to that page, a user with level 6 should be able to change all the options under the Options tab in WP 1.5. I don’t think that’s correct. It only allows a select few fields to be changed. It doesn’t allow all the options to be changed until user level 8. Does anybody know if there’s an updated list of the user levels? Or if someone can tell me how to change it so that a user with level 6 can all the options under discussion then that would work for me.
