Uploading Images

When trying add media (upload an image) it takes me to a dialogue box that states:

From Computer .. choose files to upload, but no browse button; previously there’s always been a browse button and I’ve read posts about activating (or re-activating in this case) but can’t see where I do that either?! Please help!!
