Uploading an XML file

I’m trying to upload a PAD file, and I can’t figure out how to upload the XML file onto my site.
I’m a real newbie to all of this, so the easier to follow the answer the better.
If it helps my site http://www.videoto.org and I want the URL for the PAD file to be videoto.org/pad.xml
