You should be able to choose a file first, then upload it (review and import it)
Can you exactly tell me your steps, so I can see if I can replicate them?
Also please check your Browser Console so you can see if any JS errors appear.
It might be due to another Plugin or Theme, that conflicts with Types.
I actually suspect this is the case because the Import Button is not greyed out at any time, even if you do not choose any file.
dashboard > Toolset > Export / Import > Import Types data > xml or ZIP file
now ‘Choose File’ button is not active. How to upload a file here.
Please help.

This works on my install.
As mentioned, it might be a conflict.
Can you perform the steps I suggested and inform me on the outcome?
It is possibly another Theme or Plugin interfering
