Folder setting could be different ?
Try 766, 755 ? maybe only 777 will work.

Nope, still nothing. It seems to be an actual error in the code.

Sorry, but this is really important to me so I must bump.
Set both /wp-content/ and /uploads/ to 777 and try again.
Does your server error log reveal any problems ?
When I try uploading something I get this error:
Warning: copy(): open_basedir restriction in effect. File(/home/dakishi/public_html/log/wp-content/images/rail_info2.gif) is not within the allowed path(s): (/home/dakishi/:/usr/lib/php:/usr/local/lib/php:/tmp) in /home2/dakishi/public_html/log/wp-admin/upload.php on line 170
Warning: copy(/home/dakishi/public_html/log/wp-content/images/rail_info2.gif): failed to open stream: Operation not permitted in /home2/dakishi/public_html/log/wp-admin/upload.php on line 170
Couldn’t upload your file to /home/dakishi/public_html/log/wp-content/images/rail_info2.gif.
does anyone know what the problem is? Sorry if it’s something really simple but I’m confused. Thanks.
“open_basedir restriction in effect.”
that’s a hosting issue.
Copy the error message to them, tell them really clearly that it has nothing to do with WP – as they will blame WP first – and ask them for alternatives.
Who is your host ?
My host is Surpasshosting
/home/tusk/public_html/wp-admin/upload.php on line 170
do I chmod the folder or the file – or both?
