1) Allowing people to post to the forum without requiring them to register

2) Moderating posts so they don’t go live until approved

It’s enabled for new registered users by default. But you can make every topic and post moderation mandatory for each usergroup in Forums > Usergroups admin page, just edit the usergroup and uncheck the “Can pass moderation” permission.
