Time picker disabled hours

Your time format won’t effect this.

If the CSS code is getting loaded on the page, it should hide any disabled times in the time picker. My guess is that the code isn’t getting read, either because of cached stylesheet files on your site or because of malformed CSS that’s preventing it from being read properly.

I’d recommend you double-check that the styles you put in are being loaded. This answer on Stack Overflow describes how to use the developer tools in Chrome to inspect all CSS files that have been loaded:
