time in RSS2

    is this correct?
    <pubDate><?php echo mysql2date(‘D, d M Y H:i:s +0000’, get_lastpostmodified(‘GMT’), 0); ?></pubDate>
    There is time-offset used (+0000), but if in my config it is +0300 why it is in rss +0000???
    or I’m not right?
    The same is with comment’s rss
