Theme Preview???

Dumb question but—If a WP theme has a large blank banner (header?) at the top that says “Theme Preview,” does that mean you can stick photos and graphics up there to create a theme?

How this came up, I was looking at a potential new theme in WP.org and saw one with some nice graphics. But when I did the preview it was a big empty header. Thanks! Nick
