The code in header,php creates two headers?

Hello,

I have installed the OceanWP theme and on top of it the sample child theme provided by OceanWP.

I am facing a few issues, listed below:

1. This is the header.php I am using. Because of this the header appears twice, with just the Tag Line. See here . How to make this alrite?
2. I tried to make it ok by commenting out the last line of header.php . Then the double header disaapears, but a commenting code appears, not sure from where? See here . How to remove that?
3. How to remove the sidebar, from all pages?
4. I want to see the Logo(resizable), tagline underneath the logo, site title, menu and search bar, all on the header. How do I get that?
