This is also occurring on my site. The import only imports the rates and then sets State code and Postcode/ ZIP as *, rendering the import useless.

Howdy,
When running an import through Woocommerce it generating a * for Postal / Code and City, even when the column has content in it.
The CSV file for importing requires 10 columns;
country code, state code, postcodes, cities, rate, tax name, priority, compound, shipping, tax class

Does yours differ in any detail from our example CSV? Does it work if you just put in one row for testing?
