The easiest way for this would be to use some “Custom CSS”, like
.tablepress-table-name {
font-size: 12px;
}
on the “Plugin Options” screen of TablePress.
If you want to use <h4> instead of <h2>, please see https://wordpress.org/support/topic/change-h2-to-h3?replies=2 for a code example.

I will also look at the method you mentioned about h4 from h2 method. Do i change the code with appropriate size name?
i.e.
In the code,
change_table_name_h2_to_h3
so do I change to
change_table_name_h2_to_h4 ??? etc?
