Submit Theme feature in Theme Directory doesn’t work

1. I tried to submit a theme in the WordPress Theme Directory (http://wordpress.org/extend/themes/), but couldn’t. Got a 404 error.
2. I wanted to suggest that the directory include Regulus 2 (http://www.binarymoon.co.uk/2005/12/regulus-20/). Reason: It has tabs and a pleasant sensible layout with options. The user can also customize the color scheme, many aspects of the sidebar, and the header graphic.
