I believe that you have put the style.css in the wrong folder.
put it in /wp-content/themes/techdesignscouk-004-v10/style.css instead of /wp-content/themes/techdesignscouk-004-v10/img/style.css

I am having the same issue. Where is wp-content? Is that on the home directory?
Where is /wp-content/themes ? I don’t see it in the home directory?
It’s wherever you have WordPress installed. You’ll see wp-admin, wp-content, and wp-includes along with a bunch of wp files.
Where does one ordinarily install WP, hypothetically speaking? On my last update, I clicked a button, then WP installed. I didn’t “have WP installed” as much as WP installed itself.
I found style.css on the root folder:
File manager > web root > wp-content > themes > cutline 1.2-3column split > style.css
You’re saying style.css needs to be moved? To where, exactly?
