StripTags and {$permalink}

I try to use template

{$content}
Source: <a href="{$permalink}">{$title}</a>

and here is problem:
*if striptag is On — I get only title (Why? I
asked striptag content of feed, not my template)
*if striptag is Off — I get broken link with “http://www.” added to my link that alreay has “http://”

I think
1. we have to check URL to be correct before to add “http://www.”
2. to striptag content BEFORE template, not after.
