Sidebar as Headline

I want to have a headline like this site. Up where is says forums over the light blue, how would I do this. I would like to include some content up there, and would love it to be dynamic. I could probably jury rig the whole thing, but I dont thinkI could get dynamic content.

So, I guess my question is, how do I get my sidebar to sit up above everything flat. And still have a sidebar on the right?
