Shop without direct payment method?

Hi,
a shop owner got 50 articles to sell. Client can select articles and how many of each. After order, client and shop owner get a eMail and the clients can pay with paypal or directly in the local store where they pick up the goods.
It is just a very local product, so nothing has to be sent.
is woocommerce the right tool for this?
