Shipping Zone rate based on cost?

For the new shipping zone feature is there a way to set up a rate to be

$6.45 if [cost<=$499.99]
$11 if [cost>$500]

?

I’ve tried some approaches with no luck. I know that there is a [cost] variable but haven’t found a way to make an “if, then, else”
