You’re absolutely right that the shipping calculator is currently not available in the Cart Block, and this has already been raised as a feature request with the WooCommerce team. At the moment, the request is still open and under review.

We’d strongly recommend adding your vote there. The WooCommerce product team actively reviews these requests, and the more votes and real-world impact they receive, the higher the likelihood of prioritization.
In the meantime, as mentioned earlier, a temporary workaround would be to switch back to the classic Cart, where the shipping calculator is still available.

I just want to sincerely ask that this be reconsidered as a priority. The removal of the shipping calculator is having a real impact on our sales, and it’s honestly been very frustrating to see such a basic and essential feature missing.

Thanks for following up on this I understand how important this is, especially when it’s impacting sales.
At the moment, there’s no ETA on when this feature will be available again with the block-based Cart. However, our developers are actively working on improvements in this area, and we’re hopeful it will be included in a future update.
In the meantime, as a workaround, you can switch from the block-based Cart to the classic Cart. This will allow you to use the shipping calculator on the cart page as expected.
Here is a guide to help you enable the classic Cart:

Once you replace the Cart block with the classic Cart, the shipping calculator option will appear again under WooCommerce → Settings → Shipping → Shipping settings.
