Shared database, shared subscribers

I’ve got multiple installations sharing a database, and am looking for way to share users below a certain permission level. Basically, I’d like commenters to only have to register once, but I don’t want authors and editors to be able to have the same permissions on every blog. Is this feasible?

I found this comment useful, but it resulted in sharing permissions across all blogs.
