Nobody? I’ve figured everything out but this and this is highly important. Is it normal for this not to work for people?
No, it’s not normal. We just don’t know what you did inside your admin panel.
On the other hand I don’t see any “welcome” Page listed among your Pages.

What I did was go into wp-admin and
1. Go to Options
2. Go to Reading
3. Select front page to display a static page
4. Selected welcome as the page to display

Hmmm. One note: you cannot have the same page set as your frontpage AND your posts page in the same time.
Well, either way I’ve tried it tells me there is an issue with the .htaccess =/ I usually just do the main page as welcome then keep the other one whatever it says normally. I can’t find the .htaccess for wordpress so I’m hoping just making it writeable or whatever would work but I really don’t know.
This feature has nothing to do with the .htaccess. Or at least it shouldn’t, unless you have some wierd rewrite rules in it. (On a second thought: not using the nice Permalinks, most likely you don’t have a .htaccess file)
If everything else works in the admin interface then I can’t think of anything that is file/folder permissions related 🙁
Argh… it looks like hell going straight to the posts because my posts really aren’t for a blog, it’s for a facility I run and wordpress is just the easiest way to update and show off the horses. Oh well, I guess I have to suck it up.
similar issue here:
I go to SETTINGS => READING set a page as front page and another one for my blog posts, click save, it says successfully saved but it does not save ;-(
the settings just stay as they were before, show latest posts 🙁
