You can achieve this with WordPress menus.
in the admin section navigate to:
Appearance > Menus
here you can customize the navigation of your site. Use the larger block on the right and fill in the ‘Menu Name‘
Then use the the blocks on your left to add the pages you would like to display in the navigation area of your site. Once you have selected the pages you can drag/drop them into the order you want. You can also drag/drop them slightly to the right this will make it a sub navigation of the link not indented directly above. Hope that makes sense.
I can probably supply some screen shots if you need a visual explanation to clear up anything I may have confused you with.

i’m already go to Appearance then Menus and create menu with specific pages . but i just wish the main menu to be a button only not a page .
means when they click on main button it just nothing happen but when they click on sub menu they get to the page content/
how is that please ?

Oh ok, thats pretty easy to do while in the menus section use the “Custom Links” block. For the URL remove http:// and instead put a # and for label put whatever you want the none working link to say.
add it to your menu, then just add the pages you want as sub menus and move them slightly to the right directly under the custom link you just added. Save your menu and that should do it
