Select Checkout Order

I also asked about some groups on Facebook but no one was able to answer me.
For the state and province select, as soon as you insert a character, the strings containing that character appear first but not starting with that character. If I insert a in SQL LIKE ‘% a%’ and non LIKE ‘a%’
If I insert the “f” character, “Afghanistan” and “France” appear first and it is not what I want.

How to proceed to make this change?
