Searching for a plugin

    Hello guys, i am searching for a plugin where when people click a link they go to another page where i can show some posts and they have to wait for like 10 seconds before they can proceed to the download link.
    Is there any plugin available for this ?
    I am also looking for a plugin when i scroll down the page there is a promoted Text and link in the header
