Have you tried switching to the Twenty Ten theme to rule out any theme-specific problems.

Thats was quick help!. Yes you are right the moment I switched to other theme it worked. I will try to download some more themes.
By the way which folder I should download the themes in?

New themes should be uploaded to the wp-content/themes folder

My users cannot comment as there is no comment box, I checked Allow comments are checked. The users see like this
