Second: yes you can do that without the use of a plugin, but it depends what specifics you want. In general, it wouldn’t be much more than just listing a number of links to other sites’ RSS feeds.
I want a page designated as a feed but I don’t just want a link to their feed. I want the feed to automatically update with the feeds that I specified.

I know what an aggregator is – I use Feedly to read all my favorite blogs. I’m not looking for an aggregator to use things to read. I’m looking to implement a page with feeds on a site
