Restore

My previous version of wordpress (with contents & themes) totally crashed on me and I reinstalled a newer version from scratch. I moved the old files into a different location before I installed the new version of wordpress.
I also had to delete the old mysql database and created new ones coz the new installation had problems trying to link to it.

How do I restore my database (I couldn’t do a backup via wordpress because it crashed) from the old folders that I still have in my server? Comments are not critical, if I am not able to restore them, it’s ok.
Also, is there anyway for me to restore my old themes settings via some shortcut method?
