Remove “Upload” tag from Smart Tags?

Sorry to repeat a previously asked question, but I can’t seem to find it using the “Search” function—

I simply(?) want to remove the “Upload Image” option from the Smart Tag toolbar in the Write New Post Window. Any suggestion would be appreciated!
