Question regarding wp-content/plugins

When one of you code gurus get a chance, could you please send me a note describing the drill for creating a wp-content/plugins directory? Ie, where do you install it, how do you get plugins to show up in PlugIn Management? etc.

I ask because I’m trying to upload a plugin into my wp-content/plugins directory as instructed by Podz, but I don’t seem to have this folder as far as I can tell, based on the error message I receive when I click this link:

I posed this question in the wee hours this morning in the How-To and Troubleshooting thread, so it got buried. Thanks for any help on this and sorry for the hassle.
