The upper price range can be turned on or off or set to something else at page load time. However, it won’t react dynamically to the user’s drop-down selection. To do so, you would need to write some JavaScript, make sure that that doesn’t conflict with the WooCommerce JavaScript which is busy in the same page, and maintain it for evermore to remain compatible with WooCommerce. That’s not trivial. Its not likely someone will provide a script like that through a forum answer, so you’ll need developer skills or you’ll need to hire one.

Only the lower price reacts dynamically to drop-down selections by way of an established WooCommerce JavaScript.
