I hope some core files are missing
Try downloading WordPress again, access your server via SFTP or FTP, or a file manager in your hosting account’s control panel, and delete then replace your copies of everything except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings.
Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.
I am having same issue.
I have deactivated all plugins and still no solution.
I reverted to the WordPress TwentySeventeen theme and the issue still persists.
What should I do to be able to go pass the blank page and enter the customize page
I just finished doing this your suggestion and I’m still stuck there.

I have used the WordPress default theme …..twentyseventeen, twentysixteen, etc. The same issue is seen.
I have also also installed and activated extra three themes and I still see the same problem.
What are the likely things that have gone wrong?
when changing themes or customizing I get the following message:
