Prioritize Service Does Not Work

Either in the Menu or “more” windows, the prioritize service does not seem to be working. If I prioritize 4-5 services, a few of them don’t appear in the menu or “more” windows.

I want to organize the services in the drop-down menu for a visitor to easily find the major social sharing services available, and not the smaller ones that a visitor is less likely to be familiar with, therefore choose.
