Primary Navigation menu doing off screen

problem: depending on the aspect of your monitor, the top navigation menu can go off screen when you drill down the menu (government>departments>…).

I have large wide screen monitors, so this isn’t a problem for me. What is the best way to fix this for those with square monitors?

we do not want to use any plugins on our site to fix this issue.
